An investigation by the city of Ellsworth found that former city manager and police chief Glenn Moshier was likely drunk when he reported to work on the night of Friday, Dec. 22, after one of his officers had shot a man.
That incident ultimately led the city council on March 11 to unanimously vote to fire Moshier, according to a copy of his termination letter that the Bangor Daily News obtained through Maine’s Freedom of Access Act.
