
The Bangor City Council this week named a lawyer and former IRS official to be the city’s new manager.
Carollynn Lear will replace Debbie Laurie, who is retiring after working for the city for more than 30 years, serving for the last three years as city manager.
Lear is a lawyer with extensive experience in government operations, who spent three years with the IRS, currently with the Office of the Taxpayer Advocate, and previously as senior attorney and advisor to the deputy commissioner of the federal tax agency, according to the city.
Originally from Belfast, she graduated from Northeastern University and earned degrees from the Roger Williams University School of Law and from the Boston University School of Law, where she received a specialized legal degree in tax law, according to the city.
Lear spent nearly a decade with the New Hampshire Department of Revenue Administration and represented the agency before the state legislature on the fiscal impact and legal consequences of legislation, and drafted legislation on behalf of the agency and lawmakers.
She was later promoted to assistant commissioner of the department where she oversaw 160 agency staff and a budget of $24 million, according to the city. She managed several agency departments, including the Business Office, Legal Bureau, Internal Audit, Human Resources, and Project Management, and had final say over tax and personnel issues, litigation, project and contract management, and other matters.
The City Council is scheduled to formally appoint Lear on Monday.
