Gregory Zinser was selected Maine County Official of May in honor of his community service by Spirit of America Foundation’s Maine Chapter.

Zinser has served as manager of York County since 2011 and before then in a municipal administrative capacity. He has gone well above and beyond the call of duty to support community service.

Zinser was instrumental in creating York County’s charitable arm, the First County Foundation which was formed in 2024 to enhance two county government projects — a first responder training center and a substance use disorder treatment and recovery center — with a forward look to support future endeavors across the county.

When the private food pantry serving all York County was about to close in 2025, Zinser leaped into action and secured authority from the commissioners for the county and FCF as a unit to operate the food pantry going forward. Thanks to his efforts, there was “no hiccup” of the pantry’s operation and its clients continued receiving much needed nourishment. 

Zinser has played a key role with the creation and operation of the world-class York County Regional Training Center, which provides comprehensive training to first responders such as firefighters, EMT’s, police officers and dispatchers throughout the county. There’s nothing else like this in the State of Maine, the facility even includes an emergency logistics operations center to enable disaster response coordination.

Zinser also has been heavily involved with the development of the York County Substance Use Treatment and Recovery Center, which is anticipated to open later this year.  What will set this facility apart will be its full continuum of care — including detox, long-term residential treatment and ongoing aftercare — all in one place. Each person will receive a personalized treatment plan designed to support their unique recovery and promote lasting wellness.

In addition to his incredible service to society as county manager, Zinser has served as president of Maine Association of County Managers, Administrators and Clerks, been on the Maine State Archives Advisory Board and been guest speaker at civic organization meetings.

He also has played a key role in all York County’s annual Spirit of America ceremonies honoring volunteers for their outstanding community service.

Maine Spirit of America is a chapter of Spirit of America Foundation, an organization promoting community service.
