A Maine man is accused of identity theft — including using the name of a Maine State Police trooper.
Scott Bagley, 60, is charged with aggravated identity theft and conspiracy to commit bank fraud in U.S. District Court of Maine in Bangor. He was arrested Wednesday in Georgia.
Bagley was pulled over for driving without a valid license on Oct. 2, 2024, in Waterville, according to a probable cause affidavit. During that stop, police found a New Jersey license with Bagley’s photograph and the name of another person, the affidavit said.
A Maine driver’s license with a trooper’s name and Bagley’s picture was found when police searched a Bangor house Oct. 7, 2024. There was also an American Express Delta SkyMiles card with the trooper’s name in the home, the affidavit said.
Police also found three Florida driver’s licenses and additional bank or credit cards, the affidavit said.
In the criminal complaint, Bagley is described as having “resided in the District of Maine, and at times, in the area of Bangor.”
On Oct. 22, 2024, Bagley told police he had paid $700 for the license and that the picture on it was of him, the affidavit said. He was served a summons for violating Maine law.
However, the crimes Balgey allegedly admitted to grew after he was arrested Dec. 20, 2024. During that interrogation Bagley said he would get fake IDs from a person who would hire local drug users, the affidavit said.
Bagley started working for that person because he had a drug debt, the affidavit said. That person, whose name is not included in the affidavit, would have people open fraudulent bank accounts using names of real people, according to the affidavit.
Bagley would open a checking or savings account and get a debit card, which he would then use to withdraw money, the affidavit said. He repeated that between five to 10 times, the affidavit said.
He would receive 20 percent of the withdrawals and the rest went to the unnamed person, the affidavit said. Bagley also did the same routine in South Carolina with that person.
The affidavit lists at least three victims of the thefts, including a couple who had $56,300 stolen. Another victim had about $9,000 stolen, while the third victim lost at least $7,200, the affidavit said.
It does not say if the trooper was one of the people who had money stolen.
Bagley is in custody in Georgia and will be transferred to Maine, according to court records.
