Over the past decade, the Maine State Police reviewed nearly three dozen complaints about troopers using physical force and never once found it to be excessive. That pristine record struck some experts and legal professionals as implausible in light of dashcam footage published Wednesday by the Bangor Daily News and The Maine Monitor that shows a trooper repeatedly punching a handcuffed man in the face while he lay pinned to the ground.
Washington County’s former treasurer illegally moved money this year. While there is no indication the public money was misused, the transfers helped obscure years of cash flow problems.
