Regarding the Aug. 1 Bangor Daily News editorial, it’s true President Donald Trump’s executive order does not address the “mental health” crisis in the U.S. It certainly is cruel and shortsighted, and may cost billions more. And, it will likely end the personal freedom of millions of Americans who don’t need to be in institutions.
But why is Maine in this tragic health care situation in the first place.? Who contributes to Maine’s crisis of those with certain brain disorders? Here’s my thoughts and questions:
Why have Maine leaders, for years, opposed ending a waiver to end the immoral federal law, the Institution for Mental Diseases (IMD) Exclusion Law, which forbids the use of federal Medicaid dollars for patients in psychiatric facilities with more than 16 beds? Instead, please strongly support progressive treatment programs, community-based treatment programs in the next legislative session.
Many other states have greatly expanded PTP programs, but not Maine. We must finally recognize that a small percentage of those severely disabled by brain disorders will periodically need some involuntary treatment. Wouldn’t it be better within the less restrictive framework of such programs in the community?
Others should follow the example of the heroic efforts by Sens. Rick Bennett and Joe Baldacci, who sponsored state legislation for an IMD waiver, which emphasizes treatment over fear, politics and inaction. Thank you for your courage!
May all Maine citizens and organizations, especially state government, join in this effort for better, more in-depth treatment in the community. Help Maine become the place we want Maine to be.
